Job Description

The International Telecommunication Union (ITU) is hiring a Capacity and Skills Development Officer to support its digital skills and human capacity development work.

The role focuses on training development and delivery, digital skills programmes, ITU Academy Training Centres, learning technologies, and partnerships with academia and other stakeholders.

The Capacity and Skills Development Officer will work under the Head of the Capacity & Digital Skills Development Division.

The role involves implementing BDT training programmes and providing technical guidance on capacity and digital skills development strategies to ITU Member States and other stakeholders.

Key Responsibilities

• Develop and implement training programmes supporting capacity and digital skills development.
• Support the operation of ITU Academy Training Centres.
• Coordinate with ITU Regional Offices on the implementation and monitoring of Training Centre programmes.
• Help update strategic, operational, and financial plans for existing and future Training Centres.
• Develop training materials, quality assurance standards, and monitoring frameworks.
• Coordinate experts involved in developing training content.
• Work with academia and other stakeholders on capacity-development partnerships.
• Support global events, meetings, forums, and task forces related to digital skills development.
• Analyse capacity and digital skills development needs and identify emerging priorities.
• Advise ITU members and training providers on relevant developments and potential solutions.
• Coordinate training delivery operations and services for the ITU Academy Learning Management System.
• Manage and promote the use of core training resources across relevant ITU programmes and partners.
• Contribute to papers, articles, brochures, and publications on human capacity and digital skills development.
• Guide junior staff, general service staff, and interns.
• Perform other related duties as assigned.

Technical Skills

Candidates should be able to:

• Establish priorities and coordinate the work of others.
• Explain complex concepts clearly in writing and verbally.
• Draft training materials, resources, analytical reports, and project proposals.
• Review and edit technical content before publication.
• Use training development and delivery technologies such as Moodle, Blackboard, Captivate, and Articulate Storyline.
• Work with content management systems such as Joomla and Drupal.
• Understand qualification evaluation processes and commonly used credit systems such as ECTS and US-SHCS.
• Guide junior staff and supervise interns.

Requirements

Education

Applicants need an advanced university degree in education, social sciences, human resources management, training and development, business administration, or a related field.

An equivalent diploma from a reputable college of advanced education may also qualify. For certain internal ITU candidates, a first university degree combined with seven years of qualifying experience may be accepted instead.

Experience

Candidates need at least 5 years of progressively responsible experience in human capacity building, training, and/or learning and development activities.

At least 2 years of this experience must be at the international level.

Additional relevant experience includes:

• Implementing ICT training or capacity-development projects.
• Working in developing-world contexts.
• Experience with technical cooperation activities.
• Using Learning Management Systems.
• Applying e-learning practices.
• Using online collaboration and advanced communication technologies.

A doctorate in a related field may substitute for two years of work experience.

Languages

Applicants need advanced knowledge of one of ITU's six official languages:

Arabic, Chinese, English, French, Russian, or Spanish.

They also need intermediate knowledge of a second official language. Knowledge of a third official language is an advantage.

ITU notes that language requirements may be relaxed in certain circumstances for candidates from developing countries.

Salary and Benefits

The vacancy lists an annual salary starting at USD 71,335, plus a post adjustment of USD 61,919.

The post adjustment is a cost-of-living allowance and can change according to rates established under the UN Common System.

Other allowances and benefits are subject to the specific terms of appointment.
