LIKELY QUESTIONS
- How would you develop and implement a national compliance, enforcement and quality assurance strategy for the construction industry that aligns with NCA's regulatory mandate and national development goals?
- This role oversees compliance, OSH, quality assurance, inspections, investigations, testing and prosecution support. How would you prioritise these functions and structure the directorate for effective delivery?
- Tell us about a time you led enforcement or regulatory action in a complex environment with multiple stakeholders. What was your approach and what was the outcome?
- How would you ensure construction projects comply not only with NCA requirements but also with the requirements of other regulators and agencies?
- What is your approach to improving construction quality, standardisation of materials and techniques, and use of non-destructive testing to assure structural integrity?
- How would you strengthen contractor accountability, professional conduct and adherence to a construction industry code of conduct?
- The post requires maintenance of a risk management register, business continuity planning and business process re-engineering. How have you driven governance and operational improvement at directorate level before?
- How would you increase project registration compliance and levy collection while still being seen as a fair, service-oriented regulator?

BEHAVIOURAL QUESTIONS
- Describe a time you had to balance strict enforcement with stakeholder resistance from contractors, consultants or developers.
Model approach: Situation - Non-compliance was widespread and enforcement risked industry pushback. Task - Restore compliance without paralysing projects or damaging relationships. Action - Segment offenders by risk, engage associations early, communicate legal basis clearly, issue corrective notices with timelines, escalate repeat offenders consistently, and monitor through inspections and dashboards. Result - Higher compliance rates, reduced disputes, improved stakeholder trust, and a defensible enforcement record.

- Tell us about a time you investigated a serious construction incident, dangerous occurrence or quality failure.
Model approach: Situation - A structural or safety incident created urgent public and regulatory concern. Task - Lead a credible technical investigation, identify root causes and prevent recurrence. Action - Secure the site, assemble a multidisciplinary team, review drawings and approvals, use lab and non-destructive tests, document chain of evidence, coordinate with other agencies, and translate findings into corrective and enforcement actions. Result - Root cause established, corrective measures implemented, prosecution or sanctions supported where necessary, and lessons embedded into standards or inspection protocols.

- Give an example of when you led policy or process reform in a technical regulatory environment.
Model approach: Situation - Existing procedures were fragmented, manual or inconsistent, causing delays and weak oversight. Task - Redesign the process to improve efficiency, transparency and control. Action - Map the end-to-end process, identify bottlenecks, engage users and stakeholders, revise SOPs, digitise workflows, define service standards and KPIs, train teams, and track adoption. Result - Faster turnaround times, better audit trail, stronger compliance, and measurable service improvement.

- Describe a time you built a high-performing team across technical disciplines.
Model approach: Situation - The function involved inspectors, engineers, analysts, legal liaison and stakeholder-facing staff with uneven performance. Task - Build alignment, accountability and results across the unit. Action - Clarify roles, set targets linked to strategic priorities, introduce performance reviews and case conferences, coach managers, address capability gaps, and reinforce ethics and public service standards. Result - Improved team morale, stronger coordination, better decision quality, and consistent delivery against targets.

SMART QUESTIONS TO ASK
- What are the top three priorities the Authority expects the new General Manager to deliver in the first 12 months?
- How is the directorate currently structured across compliance, enforcement, inspections, OSH, testing and quality assurance, and where do you see the biggest capability gaps?
- How does NCA coordinate with county governments and other regulators to avoid overlap while ensuring consistent enforcement across the country?
- What metrics define success for this role - for example compliance rates, inspection coverage, levy collection, turnaround time, incident reduction or prosecution outcomes?
- What major reforms or system improvements are already underway, especially around one-stop-shop services, project registration, risk management and digitisation?

RED FLAGS TO WATCH FOR
- Vague answers on authority, independence and coordination with other regulators or county governments, which may signal role ambiguity and difficulty executing enforcement.
- No clear performance metrics, budget support or staffing plan for inspections, investigations, testing and quality assurance, suggesting high accountability with limited tools.
- Signs of political interference, weak ethics culture or inconsistent enforcement, especially if they avoid discussing governance, due process and integrity safeguards.
